Czechoslovakia underwent several political transformations between 1938 and 1948, which affected the middle and senior officials in the sphere of culture. The study deals with the policy, tools, and methods Vybiral employed while performing his professional and public duties.The turbulent times saw Vybiral managing the Study/University Library, where his primary goal was to protect the collections from Nazi censorship. After the War, his focus shifted to the following two aspects: collecting, protecting, and sorting post-war confiscated books and on preparing the library for its transformation into a university library. Vybiral spent his last years, after the 1948 Czechoslovak coup d'etat, teaching at Brno and Olomouc universities. ER
