Vývoj v pardubickém okrese v roce 1968 korespondoval s vývojem v celém Československu. Situace na okresní a krajské správní úrovni byla odlišná v tom, že se na rozdíl od centrální Prahy a Ústředního výboru KSČ v létě 1968 po tajných volbách obměnilo více jako 70 % stranických funkcionářů. Politický vývoj v regionech tak do určité míry předbíhal politický vývoj nejvyššího stranického orgánu. Témata okresních konferencí KSČ v Pardubicích se rovněž nelišila od ostatních v Československu: na březnové řádné byla jedním z hlavních témat média, na červnové mimořádné pak výzva Dva tisíce slov. Také aktivita novinářů a studentů v Pardubicích v reformním úsilí si nezadala s jinými regiony. Následná srpnová vojenská okupace sice nezasáhla Pardubicko co do počtu obětí jako jinde, její důsledky však byly i pro východočeský region stejně tragické. V prvním týdnu však pardubičtí politici, občané a novináři stáli společně semknuti v odporu a ukazovali okupantům, jak vypadá československé vlastenectví a boj za práva národa.
The development of Pardubice District in 1968 corresponded with the development in whole Czechoslovakia. The situation at a district and regional level differed because in contrast to central Prague and the Central Committee of the Communist Party of Czechoslovakia, more than 70 % of party functionaries was changed after secret elections in summer 1968. The political development in regions went ahead the political development of the supreme party organisation to a certain extent. Topics of district conferences of the Communist Party of Czechoslovakia did not differ from the others in Czechoslovakia either: at the ordinary conference in March, one of the main issues were media, then at the extraordinary one in June, it was the manisfesto The Two Thousand Words. Furthermore, activities of journalists and students in the area of reform effort in Pardubice did not lose face in comparison with another regions. The follow-up August military occupation did not affect Pardubice District as regards a number of victims as elsewhere, on the other hand, its consequences appeared to be equally tragic for the East Bohemia region. However, in the first week politicians, inhabitants and journalists of Pardubice were united against occupants and showed them how the Czech patriotism and fight for national rights looked like.
